The Human Capital Development and Grants Division plays a critical role in the development and tracking of grants in the County.

    Hinds County is offering residents an opportunity to apply for funds through the HOME Investment Parnterships Program to assist existing homeowners with repairs, rehabilitations or reconstruction of owner-occupied units. The elderly, disabled and veterans are encouraged to apply.

    Significant accomplishments and plans for the Human Capital Development and Grants Division in FY 2009 were as follows:

• Restoration of the Hinds County Courthouse in Raymond, Mississippi.
  
  
• Completed an energy conservation retrofit for the three county-owned buildings
  
  
• To review all grant applications prior to submission.
  
  
• To assure compliance with the policies and procedures of the Hinds County Supervisors related to grants planning.
  
  
• To develop a program with the Mississippi Department of Environmental Quality Program for Solid Waste Disposal Enforcement. This program will provide the Sheriff's Office with two deputies dedicated to the enforcement of solid waste disposal procedures.
  
  
• To continue the Early Warning Siren system through the Mississippi Emergency Management Administration.
  
  
• To remove mentally challenged inmates from the detention center/jail who are able to help themselves with proper treatment and counseling. To provide suitable housing for the inmates.
  
  
• To continue programs serving veterans in Hinds County.
  
  
• To continue outreach programs for senior citizens in Hinds County.
