Phil Fisher is a native of Jackson, MS, attended Green Elementary School, Bailey Jr. High School, and graduated from Callaway High School in 1972. In 1976 he graduated, with a B.S. Degree in Marketing, from Mississippi State University. He spent his active duty military time as an Officer in the United Stated Marine Corps and joined the Mississippi Army National Guard in 1985. He graduated from the Army War College in 2003 with a Masters Degree in Strategic Studies. A 2006 veteran of Operation Iraqi Freedom/Operation Enduring Freedom, he holds the rank of Brigadier General and Commands the 184th ESC, one of three Major Subordinate Commands in the State.
Phil retired from Procter and Gamble in 2007 after 22 years of service. First elected to public office in January 1993, as Alderman Ward 4 City of Clinton, he served until January 2008. In January 2008, he assumed office as Hinds County Supervisor, District 4.
Phil is married to the former Kathy Davis of Enterprise, MS and they reside in Clinton. They have two children, Brian, age 29, a sales representative with Biotronic and Dana, age 20, a junior at Mississippi State University.
